Our Mission
The Stewart County Animal Management Program (S.C.A.M.P) is a non-profit organization providing access to low-cost spay and neuter services for all Stewart County residents. The purpose of our program is to lower the population of unwanted puppies and kittens in Stewart County by making the procedure affordable.
To date S.C.A.M.P. has provided financial assistance to spay or neuter over 1,000 animals with the help of fund raisers, donations, and grant money obtained from PetSmart charities and the Tennessee Department of Agriculture through their animal friendly licenses plates program.
One of the many reasons animals stray is because they are not spayed or neutered. The animals then have to be picked up because they are out wandering the streets or become a nuisance to neighbors. Our goal is to make it affordable for pet owners to access spay and neuter services. We hope that Stewart County residents will use S.C.A.M.P. to spay or neuter their pets and take part in ending pet overpopulation. We encourage you to spread the word and tell a friend or family member!

Our Program
The first step in qualifying for financial assistance is to call Joyce and complete an initial telephone interview. If a pet owner qualifies for the program a voucher will be mailed to their home. The voucher is then presented to the veteranarian selected by the pet owner after they call for the appointment.
The appointment must be made within a month of the receipt of the voucher. The time limit is imposed to insure that the pet owner acts quickly so that their pet, in the case of a female, doesn't become pregnant prior to the procedure.
During the interview, each applicant is considered on an individual basis to determine the amount of the voucher and the cost they will incur. As well as income deteriminants, the cost will depend on the sex and weight of the pet.
Each Veterinarian requires a heartworm test for dogs, and both dogs and cats must have a current rabies shot. S.C.A.M.P. will assist with these fees as well if necessary. Click here for contact information and locations of our participating veterinarians.
